Power Line Engineering's consortium yesterday bagged the Bt6.3-billion deal to build part of the Purple Line mass-transit system by outbidding construction giant
PAR Joint Venture's bid beat ITD's quote of Bt6.8 billion, while CKTC Joint Venture, led by Ch Karnchang, and Takenaka-Ritta Joint Venture proposed to complete the project for Bt7.6 billion and Bt8.8 billion, respectively.
Chaisit Kururat, assistant governor of the Metropolitan Rapid Transit Authority (MRTA), said this was the third contract for the Purple Line, covering a depot at Bang Yai and four park-and-ride centres at the Nonthaburi, Ta-id, Samyek Bang Yai and Klong Bang Pai stations.
The bidding committee did not open the submission of Sino-Thai Engineering and Construction, because the firm had already secured the second contract of the Purple Line project, he said.
The first contract was awarded to the consortium led by Ch Karnchang.
Chukiat Pothayanuwat, the MRTA governor-designate, said the Cabinet had authorised the MRTA to develop this route with a total budget of Bt36 billion.
The cost for the first section of this line is set at Bt14.8 billion while the cost for the second section is under negotiation with Sino-Thai Engineering, which entered the lowest bid of Bt15.3 billion.
The Purple Line has a total length of 23 kilometres, with 16 stations in Bangkok and the neighbouring province of Nonthaburi.
Work on the first section, running from Bang Sue to Rama III Bridge, is due to start later this year.
The second section will run from Rama III Bridge to Bang Yai and Klong Bang Pai.
An extension of this route from Bang Sue to southwest Bangkok and further into Samut Prakan is also under consideration.

Sino-Thai Engineering and Construction yesterday won the Bt15.3-billion contract for the Bang Yai-Bang Sue section of the Purple
STEC was founded by Chaovarat Chanweerakul, the interior minister and leader of the Bhumi Jai Thai Party, a powerful partner in Abhisit Vejjajiva's coalition government.
Chaisit Kururat, chairman of the bidding committee, said STEC proposed the lowest price for construction of the 11-kilometre western extension of the Skytrain system.
The contract covers eight stations, starting at the Rama III Bridge and ending at Klong Bang Pai on the Thon Buri side of Bangkok, as well the structure across the Chao Phya River.
CKTC Joint Venture, led by Ch Karnchang, another local construction giant, proposed Bt15.6 billion for the contract, while ITON Joint Venture, led by Italian-Thai Development, offered Bt16.35 billion.
CKTC has already won the first 12-kilometre section of the Purple Line, a long-delayed mega-infrastructure project.
The Mass Rapid Transit Authority (MRTA) will shortly finalise the price for the second contract before seeking Cabinet approval to sign it.The Purple Line project will be financed partly by loans from the Japan International Cooperation Agency.
MRTA deputy governor Chukiat Photayanuwatr has negotiated with CKTC to lower the first contract from Bt16.7 billion to Bt14.9 billion.
The first contract covers the eastern section of the Purple Line, running from the Taopoon area to the Rama III Bridge.
The government has capped the Purple Line's overall budget at Bt36 billion, including the third contract for a sub-depot and other works.
Originally, the budget was set at Bt31 billion, but then oil prices soared to a record US$147 a barrel at the time of the bidding invitations last year, prompting the government to raise the budget to Bt36 billion.

Thailand in the Top 30 Countries for Offshore Services
Bangkok, 21 januari 2009
Gartner puts Thailand in the Top 30 Countries for Offshore Services in 2008
Determining the country or countries that are best placed to host offshore IT operations is a daunting task for many organisations, according to Gartner, Inc
Gartner has assessed the suitability of 72 countries as offshore locations, and has announced its ‘Top 30'. The analysis showed that the dynamic nature of the market has seen a number of countries position themselves as credible alternatives to the BRIC countries (Brazil, Russia, India and China).
"Countries such as Mexico, Poland and Vietnam have continued to strengthen their position against leading alternatives, while others have forced their way into the ‘Top 30'. These countries will be seeking to take advantage of the opportunity created by the increased focus that many organisations now have on cost optimisation, as a result of the current economic crisis," said Ian Marriott, research vice president at Gartner
During 2009 there was significant activity in many countries to consolidate or grow their positions as leading locations for offshore services. "As a result of this, four countries have dropped out of the ‘Top 30' and have been replaced by four that were just outside the ‘Top 30' 12 months ago. This does not mean that the four ‘relegated' countries have underperformed this year but the dynamic nature of the market has seen others making strong progress," said Mr Marriott
The four countries leaving the ‘Top 30' this year were Northern Ireland, Sri Lanka, Turkey and Uruguay. The new entrants into the 30 leading countries for offshore services were Egypt, Morocco, Panama and Thailand. Strong interest in nearshore locations was a key factor; language skills, cultural compatibility, time zone and travel time were important considerations. As French speaking countries increase their proportion of work conducted offshore, they have been keen to find appropriate French language countries, and saw Morocco ‘step up'. The nearshore benefits of Egypt and Panama, and the cost consideration in Thailand were also important
Although only seven countries from the Americas appeared in the final list of 30, these countries are becoming an attractive proposition for the largest buying market for offshore services - the US. Only Canada was rated "excellent" for language (with fluent English and French) but Latin American countries are able to leverage their Spanish-language skills increasingly in the US as more organisations now require Spanish language from their providers for communication with parts of their workforce that speak Spanish as a first language.
